The Marathon Florida Keys Journal focuses on the Florida Keys. The most popular part of the magazine is Kitty Talk. The lead article is the In The Keys section that offers opinions and even some editorializing. There are also articles concerning the local political beat. These articles may be published in The Marathon Weekly, The Marathon Free Press, The Key West Citizen, and occasionally The Keynoter. They might edit them to suit their needs. The Middle Keys Community Land Trust Board of Directors met November 14th at Marathon City Hall Conference Room.
President Debbie Love reminded everyone about the special call City Council meeting November 29th on Land Development Regulations. She encouraged all Land Trust members to attend and comment.
Administrator Rick Casey included the Seacrest Apartments hurricane recovery status in his report.
Treasurer Josh Mothner had a discussion about the preliminary results of the financial audit come up during his report. Everything is looking good in the audit. The final report should be available to Land Trust members and partners very soon.
Director Larry Shaffer gave a hurricane recovery report on the status of the Overseas Village. Home owner association President Derrick Johnson and Vice President Gina Hipson lead the community in those efforts.
Larry’s report also included the status of the computer systems upgrades. Systems are up and running. Minor action items to include programming automated maintenance and system tasks remain.
Possible funding sources were outlined. The meeting closed with discussions on various building and acquisition projects. The Marathon City Council had a special call meeting for three items of discussion. The meeting was held on November 15th at the Sheriff’s Aviation Hanger training room. That room was filled to overflowing with citizens, most opposed to the idea of FEMA temporary housing being situated on the city’s Events Field. FEMA stands for Federal Emergency Management Agency.
The first item on the agenda before the controversy was a general discussion on the commercial fishing industry’s condition. After several hurricanes the industry is in severe trouble. Industry leaders described the problems as people not able to make any income, since they have lost everything including their livelihood. The scope of the problem is so big, that industry leaders were perplexed as what to do to make the situation better even in the short term.
A number of suggestions from using the city’s federal lobbyist to partnering with all local governments were discussed at length. City Council expects some staff input at the next meeting.
Florida Department of Transportation representatives asked city council for input on what to do with the old seven-mile bridge connecting to Pigeon Key. Before the representatives go back to the county commission, they wanted the city’s recommendations. They presented several options from refurbishing the bridge, replacing it, to a small pedestrian path. In any case, a ferry system will be needed temporarily at least.
The cost of the options ranged from $34 to $17 million. Something must be done quickly, though, as the bridge most likely needs closed very soon due to heavy corrosion. City Council talked about this national historic treasure, and voted to recommend that the commission do everything possible to fix the bridge to Pigeon Key.
The most controversial and unlikely topic came last. Possibly siting FEMA trailers at the Events Field was meant to be an exploration of options available. A long line of Marathon citizens spoke against allowing trailers at the Events Field. City Council assured everyone that this was only a discussion of possibilities. Council also directed staff to search for more sites and come back to the next meeting with more information. The Marathon City Council met November 22, 2005 at the government center.
Mike Puto, the city manager, had Jimmy Morales report on the city’s legal efforts to intervene in the case involving the Federal Emergency Management Agency or FEMA. This case could cause many lots throughout the city to be useless. The maps to identify these lots need updated.
Land Acquisition Board members were announced as Stacey Kidwell, Frank Greenman, Steve Williams, Derrick Johnson, and Kevin Woodland.
Susie Thomas gave an update on wastewater and community pool issues. She reported that the Park and Recreation Committee met last Thursday night. Recreational Design presented information on several different options. The committee recommended option three that includes items that will keep the overhead down. The price is estimated at a little over 3 million.
Thomas addressed staff wastewater questions. One question was right of way consideration. Staff recommended a complete application and payment of a fee. The bidder should agree through a development agreement or other legal document to certain parameters to accomplish the project. Council agreed to the staff recommendation.
Mike Puto reported on the continuing city efforts to clear out hurricane debris. This removal process continues with another pickup cycle after Thanksgiving. Puto wanted citizens to separate piles into tree debris and white goods, etc. Mulching is done on site to save money. Then the material goes to Homestead. Hazardous material will be last thing to be picked up. There is a possibility that debris removal might go right up to Christmas or beyond, if necessary. Abuses are being addressed on a case-by-case basis.
Community Park Christmas lighting will be done Sunday at 5 PM. Lions Club will be selling Christmas trees in the KMart lot. Tomorrow will be the last day for extended city hall hours. If needed, those hours can be reinstituted
George Garrett, Monroe County Director of Marine Resources, spoke on the commercial fishing industry hurricane recovery efforts. Clean up of trap debris from Hurricane Rita, which will now include Hurricane Wilma trap debris, has been funded.
Captain Bob Peryam announced that the Sheriff’s department would still be doing the Toys for Tots drive. For questions, you can call 289-2430 or drop by substation to drop off toys.
Gail Kenson, Director of the Planning Department, made a presentation about her department to the council. First, she announced that Bill Smith from the Planning Commission resigned due to relocation out of the Keys. 6 employees. Kenson outlined the department’s mission, identified the six employees, and discussed their jobs.
Ordinance 2005-22 was approved. It amended the Future Land Use Map from Mixed Use Commercial to Residential High for Farrugia Tract property on 71st Street. MMM Development LLC requested the small-scale amendment for affordable housing issues. This property is part of the Falcon Pass Affordable Housing project. The affordable housing location would be nearer US1 instead of in the central part of property.
Council approved a preliminary plat approval for John Lakes II LLC project on what would be 104th Street, in the subdivision known at The Palms. This approval was mostly a configuration issue with the lots to enhance their location and size.
City attorney, Jimmy Morales, reported on a discussion that he had the Supervisor of Elections office about early voting options. The statue would allow the city to either opt out or designate different times and locations. City Council voted to eliminate Saturday early voting, but keep weekday early voting.
Mayor John Bartus reported on the city’s federal lobbying efforts. He went on to suggest that a prioritized lobby list be developed soon.
The meeting was adjourned after each council member made some brief closing comments. What's Happening! Hurricane Wilma still has impacts on the Middle Keys. Hurricane debris is being piled on the right of way. Trailers are coming into the city for those without homes. The exodus has begun. People are leaving the Keys for many reasons. Wilma was just the impetus. A lot of people are coming into the city, some just rip-off operations. The recovery will take years, and we still have more hurricane seasons coming too. Miscellany: Two recent musical purchases, one online and one at a local store, are pretty decent. The Ray Charles best of collection in a soundtrack of the movie shows a great depth of talent. Eric Clapton's new CD called Back Home was not received well by most critics, but I liked the music even if a bit subtle. We played around with Remote Desktop features on our networked computers. It allows you to operate someone else's computer from a remote computer. Of course, you have to be extremely careful with this feature or suffer. Finally: Did you know that Oklahoma's state bird is the Scissor-tailed Flycatcher? The flower is the Mistletoe. The tree is the Redbud. The capital is Oklahoma City. Statehood was granted November 16, 1907. I don't like cameras with their flashes and such. I like lizards, birds, chicken, catnip, and squirrels. We don't have photos of flea stuff time. Bean applied the monthly flea stuff to us cats. Abby and I don't care for that, of course. Abby runs when she sees the tubule; I am more tolerant. >^..^<

Abby: We are cats. So we don't have to make sense, and we can repeat ourselves. We have no rules. So Ebony is funnier than usual, I meow. She sat on the table beside the living room futon couch and looks out onto the world. I sits on the back of the couch, looking out the window. We got nothing better to do, except catnap some. >^..^< Ebony: I and Abby wanted outside, until the chain saw started. Yes, I changed the subject. What part of no rules you not meow about. Then we wanted back inside. I wrapped myself around the corner to keep from getting too close to Sophie. Abby watched Sophie very intently, while the dog was on the bed. Dogs are very bad. >^..^< Abby: I has a fang loose; Ebony has some patches of fur missing on one of her back legs. I clawed Sophie. Ebony was digging for lizards around the flowerpots. That was just one day last month, but mostly we catnap a lot. >^..^< Ebony: I and Abby were in the catnip and acting a bit goofy. I watched the birds. Abby watched bean run his hand along the sheets really fast. Her eyes got very big watching bean. She is way goofier than me or bean. >^..^< Abby: Ebony and I were playful today. I tried to get behind the pillows next to the wall. Ebony spent a lot of time in the pet carrier. Ebony and I were outside for a while. I has been getting under the sheets lately. Ebony has coughed up some big hairballs lately too. After I catnapped some, I thought about yucky hairballs a little. >^..^< Ebony: I and Abby are catnapping at our usual places. I is catnapping by the catnip bowl next to the bathroom door, and Abby is catnapping on the towel at the foot of the bed. After catnapping, we needed a catnap. >^..^< Abby: Bean gave some chicken to me. Bean let me smell a scratch-and-sniff on a room deodorizer. I jumped back and waved my paw at bean. Ebony let bean brush her, but not for long. She can love, when she wants to be affectionate. Ebony is catnipped out. I wanted some of my leftover turkey, but I didn’t like the stir-fry sauce on it. I was more into the raw variety. Of course, catnip goes with anything and everything really. >^..^< Ebony: Abby had a running fit and then ran right into human bean's shin. She hurt both herself and the big bean, but they will be okay. She was stunned a bit. I has been chasing Sophie, the little dog. Who cares about verbs anymeow. I got to get some catnip and go for a long catnap. Human beans always complaining about stuff. >^..^< Abby: Abby and I were outside some today. I ran from the next-door neighbor’s kid. Ebony didn’t care one way or the other. I jumped on human bean's neck and gave him a love bite, well, more like a love nibble. Ebony was outside most of the day. Ebony was being affectionate. Bean got her to lie next to him for a little while. That is a nice feeling for them. I was begging like a little dog at the Thanksgiving supper table. I am shameless. >^..^< Ebony: I was outside today. I is throwing up like my stomach is upset. I slept on Toni’s bed some. Abby climbed onto the laundry basket full of warm, clean clothes just out of the dryer. I felt better the next day, I did. >^..^< Abby: Ebony escaped into the blackness of night. She was so quick. She hacked up a big fur ball. I’m worried about her. I wanted out with beans on the porch. Beans put me on a lead. I touched noses with Sophie and licked her. Then I paw slapped the silly cat-poop eating dog. Merry Christmas and Happy Hanukkah. >^..^<  Internet Stuff Here are the latest DVD films from http://www.NetFlix.com: Gladiator: Extended Edition is still that great story of Rome with additional scenes that really added a lot to the overall story. In this remake of The Longest Yard, Adam Sandler and Burt Reynolds play cons who are supposed to lose to the guards. Things don’t quite go as planned though in this funny and fast-paced film. The movie is good entertainment and simply fun to watch. The Cure was a good movie, showing friendship, courage, and hope despite obvious outcomes in life. While the film was predictable, the acting was very good. Charlie and the Chocolate Factory was a bit weird but in a fun way. There were many parts of the film quite entertaining, and some parts were a bit slow, good overall. The Wedding Date is a charming, warm, and funny film. This romantic comedy explores the complication between family, friends, and lovers. The movie entertains quite well. Star Wars: Episode III: Revenge of the Sith completes the story. This is a panorama of conflicting emotions and political intrigue. Evil and good are confused concepts. There is a depth in the movie that makes the story serious and important. All films in the series should have been like this one. Still, every one of the six was quite good and left all thinking. The Interpreter is a compelling thrill full of intrigue and human emotion. The complicated interplay between people and their past devolves into an assassination plot and a mystery. The film was well done and made one think about the circumstances. I like the movie a lot. Kingdom of Heaven is a panoramic look at crusaders defending Jerusalem, their honor, and the confused sense of God. While only a place, many died for it. This was a good movie, bordering on an epic tale. The question of whether heaven is a place or in the mind is still pertinent today. This was one of the better films of the year. White Noise was a different kind of film, scary but with purpose. The possibility of those who have passed beyond this life to the next communicating with those left behind is at once intriguing and disconcerting. The movie was entertaining and unusual in its effect. Hide and Seek is a pedantic movie that attempts to horrify you, but fails on a basic level. While scary in spots, you come away thinking that you have seen this before. Because of Winn Dixie is an emotional roller-coaster ride, all about a special dog that befriends an assortment of people. Life can be sweet and sad at the same time, but the joy is there if you really look hard. The film is fun, but explores a bit of life along the way. They have a lot of stuff that is hard to find, good stuff too. http://cingular.com is our one-stop place for our family set of cell phones. Hockey Puck The NHL Florida Panthers have not won in 12 games, while the Tampa Bay Lightning are still in the playoff hunt. There is still a lot of season to play though. The Miami Heat opened their NBA regular season with a win over the Memphis Grizzlies. The Dolphins lost to the Atlanta Falcons. Tiger Woods finished second in The Tour Championship and first on the money list. The NASCAR race at the Texas speedway saw Dale Jr. finish 8th, Jeff 14th, and Carl Edwards the winner. At the Phoenix NASCAR race Kyle Busch won with Dale finishing 40th and Jeff 3rd. Tiger Woods finished 2nd at the golf tournament in China. Miami lost to New England. The Heat and the Dolphins lost. Tiger won a golf tournament in Japan. The last NASCAR race saw Biffle barely edge out Mark Martin for the win. Jeff finished the race in 9th place. Dale Jr. finished 19th. The champion is Tony Stewart. Jeff Gordon won a million dollars by finishing 11th in the points.
